problem with bluestone trail 6

I tried bluestone Trail 6
the jsp is simple:

<%@ page language="java" %>
<%@ taglib uri="/WEB-INF/struts-form.tld" prefix="form" %>

<HTML>
<HEAD><TITLE>Logon</TITLE></HEAD>

<BODY bgcolor='silver'>

<form:form action='logon.do'>
Username:    <form:text property='username'/>
Password:    <form:text property='password'/>
             <form:submit value='OK'/>
</form:form>

</BODY>
</HTML>

I got the following exception:
javax.servlet.ServletException: Cannot find ActionMappings or
ActionFormBeans collection

Thanks for any help!
