Yeah, so you're now multiplying the declared megabits by 8 megabytes, instead of by 1Mbit. It should be

bq.  double currentThroughput = ((double) DatabaseDescriptor.getStreamThroughputOutboundMegabitsPerSec()) * 1024 * 128
