Windows XP service pack 2 not playing nice with apache 2.0.49

This may be the same as bug report 30769 but I am not sure.  I have Windows XP 
home edition with apache 2.0.49.  It has been very stable since I installed it 
a month or so ago.  When I installed the update called service pack 2, apache 
stopped working.  There was nothing in the log.  An interesting fact is that it 
worked when I connected to it from that same machine (http://localhost).
