   ## What's Changed
   Replace the Windows driver-manager workflow step's `cmd.exe` shell with PowerShell.
   
   The CMake configuration and build commands retain their existing options and now use PowerShell path handling and explicit native-command exit checks.
   
   Closes #4269.
   
   Tests: Ruby YAML parse and `git diff --check` passed. The local environment does not provide `pre-commit` or PowerShell, so those checks were not run.
   
   AI assistance was used during development; the complete diff and test results were reviewed by the author.
