   ## What is the purpose of the change
   
   `org.apache.flink.api.java.typeutils.TypeExtractor` is not able to construct TypeInformation correctly
   for thrift classes. We need to implement customized serializer and TypeInformation buidler to allow Flink to process data in Thrift format. This change is to add  `flink-thrift` module in `flink-formats` to have Flink support Thrift data format.
   
   ## Brief change log
     - *Add `ThriftSerialize` and `ThriftTypeInfo`*
   
   ## Verifying this change
   
   This change added tests and can be verified as follows:
   
      - *Added tests that validates `ThriftSerialize` and `ThriftTypeInfo`
   
   ## Does this pull request potentially affect one of the following parts:
     - Dependencies (does it add or upgrade a dependency): yes. It adds a depdendency on Apache Thrift for test class generation.
     - The public API, i.e., is any changed class annotated with `@Public(Evolving)`: no
