Why do my pdf:s grow so large

When I generate a PDF file with FOP,
the size of the PDF exceeds 7 mb,
although it only contains a few lines of text and
a hard-compressed jpeg image of just 582 kb.

I suspect that the jpeg image has been de-compressed
and converted to a regular bitmap when invoked into
the PDF file.

Does anyone know how I can keep the image compressed
so that the PDF file doesn't grow this large?
