The new binary assembly does this - but you need to run "mvn site" first to generate the JavaDocs
I just tried running "mvn site assembly:assembly" against the latest source in subversion and it works OK - the binary distro had the JavaDocs

I think that works for me. I guess it would be nice to do it in one
shot, but for now I think this is sufficient. I just didn't run
site prior to the assembly and because of that the docs weren't
included.

Let me clarify - the individual components (i.e. "core" and "api") generate their assemblies (source and binary) OK - but maybe this isn't what you want? For a single Tiles distro then you need to define assemblies at a level higher. Looking at Struts they have an "assembly" module, that puts it all together:
