The dfshealth.jsp page should say "in safemode" when the NN is in safemode.  Perhaps it should also give a reason for safemode, like "waiting for 888/999 blocks to become available, 333 available currently".

Also it could mention how many DNs are expected (or were seen before the last reboot, or similar).
