[NOTICE] Flink 2.0 Release Sync Canceled for 09/04/2024

Hi devs,

We are canceling today's release sync. There seems to be not many topics to
discuss. The release managers are tracking the progress of tasks for the
preview version offline.

Please be aware:

   - A new "2.0-preview" version was created on Jira. FixVersion of Jira
   tickets resolved after Flink 1.20 and before Flink 2.0 Preview should be
   set to this version. Please also move other tickets targeting the preview
   release to this Jira version, and set the priority according to whether the
   ticket is a must for the preview release.
   - We are targeting to ship the preview version by the end of September.
   Breaking API changes should be completed by that time. If there's any
   problem, please reach out to the release managers.
