Steps illustrating issue

Steps to reproduce:

1. in Impress or Draw open new document and draw any shape 

2. Convert it to bitmap
   Modify > Convert > To Bitmap or Context Menu > Convert > To Bitmap

   The Picture toolbar becomes available. The left-most icon on the toolbar, 
   "Magic Wand", provides various filters.

3. Click on this icon and undock its window. Note that all filter icons are 
   active.

4. Deselect your shape.

5. All filter icons are greyed out (inactive) except for "Mosaic" filter 
   (still active).


Is this glitch or "Mosaic icon remains active on purpose?

Confirmed on Ubuntu 16.04 with AOO 4.1.7.

I would call it an optical glitch.
The mosaic icon should also be greyed out (it is not really active)
