The incubator DISCLAIMER file can be automatically added to the build artifacts with an extra maven-remote-resources-plugin resourcebundle configuration (org.apache:apache-incubator-disclaimer-resource-bundle:1.1).

I'll update the rave-master-pom to extend the default maven-remote-resources-plugin configuration (as defined by the parent apache-10 pom) for this.
Because the DISCLAIMER file now will be automatically included, pending a fix for RAVE-168, we no longer have to maintain and provide one locally within the rave svn :)
So,  I'll also remove all the local DISCLAIMER files.
