With a vague aim of making a "release" of nanoarrow available around the time of the next Arrow release, set up the details of the release process. A good plan would probably be to follow ADBC's modification of Arrow's release process (https://github.com/apache/arrow-adbc/pull/174), although this should in theory be simpler because there are not currently any binaries to publish. Arrow's release scripts are here: https://github.com/apache/arrow/tree/master/dev/release
The target initial release version would be probably be 0.1 since it's possible that early users may have feedback on the interface and scope of the library. Being rather new to versioning anything, I'm happy to defer to anybody with experience here.
Some concrete things that need to happen are:
- Port Arrow's "release" script (that prepares the steps of creating a git branch and creating/uploading the source tarball)
- Create a verification script that runs the tests.
