How can that make impossible to upload new apks?

If last version you uploaded had 208 version code, when just add android-versionCode="209" inside the widget tag on your config.xml 

Example

<widget id="io.cordova.hellocordova" version="2.0.9" android-versionCode="209" xmlns="http://www.w3.org/ns/widgets" xmlns:cdv="http://cordova.apache.org/ns/1.0">
