as Option in Yetus

Sean Busbey commented on YETUS-533:
-----------------------------------
dev@yetus thread with Ray talking about the effort: https://s.apache.org/Yx5y
Of important note is the option to pick between Java ACC and japicmp, the latter of which is ALv2 licensed. That would address the big blocker from YETUS-445.

> Some Apache projects such as HBase and Hadoop use the JACC to check API compatibility between versions. Each project has a different script that it uses. We would like to add the ability to run the JACC in yetus which would allow many different projects to use it without using their own script
