If you're accessing the server from the machine on which it runs, it will use
the loopback interface (127.0.0.1) not the public-facing IP address such the
deny from address will not be matched.

If that's not the problem you describe, try a user support forum
(users@httpd.apache.org) or report the bug to Gentoo.
