GSoC - Important Changes to Mentor Ranking

All,

If you're planning to mentor a student in GSoC for Qpid this year, please
make sure that you've read the new guidelines from the code-awards list
(Luciano).

The process this year is *very* different to last year and involves the
sponsoring mentor providing a detailed ranking score:
