It's never used anymore, the site/navigation.page instead points to the http://karaf.apache.org/manual/2.2.3-SNAPSHOT/users-guide/index.html instead (which comes from source code in the main Karaf SVN repo.)  Therefore, all the contents under documentation (and possibly the folder itself) should be deleted from TRUNK to remove confusion of people otherwise thinking that that's the place to go to alter the online user guide.
