I have a very strict <repository> list containing only my direct dependencies.
A standard build correctly download plugins from other repositories and the project dependencies from my repository.
If I use dependency:resolve the artifact from my repository is copied to the local repository.
If I use dependency:resolve-plugins it looks in my repository instead of the plugin repository <--- WRONG.
