   ### Motivation
   
   The Rust client currently downloads remote log segments under the OS temporary directory without a configurable parent directory. Users may need to place these files on a dedicated disk or mounted volume with sufficient capacity.
   
   The Java client already supports this through `client.scanner.io.tmpdir`. Exposing the corresponding configuration in Rust and its Python and C++ bindings would give users control over where remote log files are downloaded.
   
   ### Solution
   
   Add a configurable parent directory for remote log downloads:
   
   - Rust: `Configuration::scanner_io_tmp_dir`
   - Python: `Configuration.scanner_io_tmp_dir`, also available through the `scanner.io.tmpdir` configuration key
   - C++: `Configuration::scanner_io_tmp_dir`
   
   When unset, use the OS temporary directory with a `fluss` subdirectory, matching the Java client's default.
   
   Each scanner uses a unique `remote-logs-<UUID>` subdirectory. Create the directory when an actual download starts, propagate directory creation failures through the existing download error handling, and clean up the scanner's subdirectory while preserving the configured parent directory.
   
   This change applies only to remote log segment downloads, including changelog scanning for KV tables. KV snapshot downloads are outside the scope of this proposal.
