Tomcat starts quite happily for me if server.xml is a symlink.

It looks like you are using a 3rd-party re-packaged version of Tomcat. You
probably need to contact the packagers. To be sure it is a packaging issue, I
recommend downloading a Tomcat distribution from the ASF and confirming
symlinks work correctly. If you still see an issue with the ASF distibution,
feel free to re-open this bug but you'll need to provide the exact steps to
reproduce from a clean install of the latest stable 8.5.x release.
