Proposal for increasing IRC chat frequency

Hello there. 8-)

In order to speed the design and development process for 3.0 let's
consider increasing the frequency of the IRC chats and also having
some chat later in the day (American timezones) to allow the whole
globe (esp. Yuhichi and other guys from Japan) to participate.

During today's chat the following was suggested:

Daily chat at 5pm UTC (now that we left the summer time), come who
can, probably with time some days would naturally win.

The same at midnight UTC (9am JST, 7pm EST, 4pm PST).

We (whoever can log and participates that time) will keep posting the
logs on Jean-Noel Gadreau's website (to be set up today) and to the
list. If anybody volunteers to "take minutes", i.e. post a summary of
the discussion points, action items, etc., that would be very
appreciated.

I'm ready to coordinate the discussion on when we'll be meeting. 8-)

Hi all.
I won't be able to make it tonight because of other meetings. I will
setup a part of my website to hold all the IRC logs that I have seen on
the list.

I think it may be a good idea to discuss on the list the agenda of the
chats, so that people can determine whether they want to participate and
what information to look at before the chat.

If the first in the chat room can log, that would make sure we have a
log.
