Updated Dev Environment Set up for intelliJ

Hello Everyone.

Following the issue FINERACT-792
<https://issues.apache.org/jira/browse/FINERACT-792>, I Updated the Dev
Environment Set up for IntelliJ IDEA.

Setting up the project on the IDE has always been a challenge.
Maybe you can also include this gradle wrapper command

*./gradlew idea && ./gradlew -Penv=dev idea*  is the fastest way to start
working on the project.
