[I] Tiered storage with azure blob related configurations in broker.conf & documentation missing [pulsar]

   ### Motivation
   
   Pulsar's broker.conf mentions the following drivers can be used `(Possible values: aws-s3, google-cloud-storage, azureblob, aliyun-oss, filesystem, S3)` for tiered storage. But, there are only configuration parameters available for GCS & S3. Not for Azure Blob
   
   ### Solution
   
   - Add necessary configuration parameters in `broker.conf` to support Azure Blob (and other drivers)
   - Update the documentation to add usage parameters for Azure blob storage with Pulsar's tiered storage
   
   ### Alternatives
   
   None
   
   ### Anything else?
