[discuss] Release 2.6.0 timeline

Hi all,

I am starting a discussion thread for planning release 2.6.0. By following
the time based release schedule, I am proposing the following schedule for
release 2.6.0.

Release 2.6.0: 12/09/2019 - 03/06/2020

Important dates:

- Major feature freeze: 02/07/2020
- Minor feature freeze: 02/14/2020
- Code freeze: 02/21/2020

Once the time is agreed on, I will add a release schedule page to pulsar
wiki page.
