[Result] [Discuss/Vote] Deprecate QQ groups and switch to skywalking-cn slack channel

Thanks for all your support to ease my payload.

I have sent out the invitation to both QQ groups many times. I believe
we don't need to wait for end of August as we have received a lot of
slack requests to CN channel.
If they have interests to keep eyes on the project still, they have
known what is happening.
