> DUCC SM should support process_debug <port>.
> Proposed implementation: on registration the process_debug <port> option is allowed.  The cli inserts a process_debug_host as well so the remote process knows which host to connect to.
> When set, SM prohibits expansion beyond a single process.  DuccServiceSubmit uses process_debug and process_debug_host to set the JVM args so the process can  call-home to a java debugger waiting on the indicated port.
