kaxil opened a new pull request #7053: [AIRFLOW-XXXX] Add Probot App to add labels on PR

Add configs for https://github.com/kaxil/boring-cyborg Github app
Currently, it will automate labeling. Longer-term we will increase features in that Probot app to automate more things for Airflow.
