clover plugin

Hi,

I think this is working now, with the exception of a bug in clover:check
- but the reporting seems ok.
I've reorganised in SVN so it is in maven-plugins and inherits from its
parent, and the samples are in /examples/.
I'll push a snapshot up to the repository.

it also requires the clover dependency on the project - should be easily
fixed, but I have to take off for a while. MNG-619.
