[PR] API: Clarify contract of TableOperations#current() [iceberg]

## Summary
Improve javadoc for `TableOperations#current()` to clarify:
- Returns the last loaded metadata (does not trigger a remote fetch)
- Metadata is loaded by `refresh()` or as a side effect of `commit()`
- Behavior after construction is implementation-dependent
Fixes #15413
