Andy, 

Four pre-requisites here, 

1) We'd want to own and manage the couchdb.org domain (to ensure we can control where planet. points too
2) The service would only *EVER* be available via the couchdb.org namespace, any use of the apache.org namespace wont be allowed (to avoid any statements appearing to perhaps be official ASF statements). 
3) The version of Venus is the version we use.  We dont want to support multiple versions. 
4) The PMC is responsible for adding new blogs to the roster.  i.e. the config file will be within the PMC SVN tree (and yes it has to be in SVN, not GIT)   :)
