The case was logged for upgrade from 2.0.0 to 2.1 and I don't have prior upgrade history available . From the AMBARI-4689, it looks like the oozie rpm was changed in 2.1.1 which means that if CATALINA_BASE was already set then this may not be a issue with previous upgrades and hence it is possible that it may have been set already.
