   During release testing I noticed that `cordova requirements` didn't work correctly any more. While debugging and understanding this I pinned it down to this code of this PR.
   
   Problem is that current VS and MSBuild versions are not equal any more - a current Visual Studio 2017 installation is 15.5, but MSBuild is still on 15.0.
   
   I created an issue: https://issues.apache.org/jira/browse/CB-13870
