This will require design change, will mark it for future release then.

> There is a design issue in current deleting domain flow: first, the domain will be marked as inactive, when a domain failed in deletion for various reasons (for example, failed in cleanup a subdomain), in the end, we will change its state back to active. This is incorrect, since during domain deletion, some physical resources are already deleted (like network), which cannot be rolled back.
