Undocumented change in ScriptAlias

When I upgraded to 2.0, my CGIs all quit working.  The first half of the
reason why this happened is due to poor documentation (the other problem
was not with documentation, see bug 8755).

Under 1.3.x, ScriptAlias had a default value of ServerRoot/cgi-bin (I know
because I had no value for ScriptAlias, but my CGIs worked).  After the
upgrade to 2.0.35, we got "File does not exist" errors for all cgi-bin files,
which was fixed by setting ScriptAlias.

The upgrade document should mention this change in behaviour.

Also these URLs should be updated:

The older one should mention that it has a default value, and the newer
one should mention the removal of the default.
