new Avro committer: Douglas Creager

The Avro PMC has voted to add Douglas Creager as an Avro committer.

Douglas, can you please send your desired Apache username?  The list of 
taken usernames is at http://s.apache.org/74c.  You also need to file an 
ICLA (http://www.apache.org/licenses/#clas) before your account can be 
created.
