We had two graduating Incubator podlings (Calcite and Kylin) fail to end up on the list of projects on http://apache.org/index.html#projects-list .

The old process that no longer works was:
  * update https://svn.apache.org/repos/asf/infrastructure/site/trunk/templates/blocks/projects.mdtext

The new process that does work is:
  * update https://svn.apache.org/repos/asf/infrastructure/site/trunk/content/index.html

In both cases:
  * commit it
  * wait until "View Diff" on https://cms.apache.org/www/publish shows the change
  * use the "submit" button

It wasn't clear to me which is the desired process, but the current state leads to confusion.
