oozie.service.StatusTransitService.backward.support.for.states.without.error: true

change end time to a later time on a SUCCEEDED bundle job.
all 3 coord jobs and the bundle job become RUNNING again.
however, when all coord jobs are still in RUNNING, 
bundle status transits to SUCCEEDED.
