Instead of building from sources you can download binary release (already
compiled)
recent release: http://openmeetings.apache.org/downloads.html
recent snapshot build:
https://builds.apache.org/view/M-R/view/OpenMeetings/job/Openmeetings%203.0.x/
archived releases: http://archive.apache.org/dist/openmeetings/

According to your error, Instruction is for version 2.x (also can be used
for 3.0.x) and sources you are downloading are 3.1.0
To get 2.x sources you need to checkout from here:
http://svn.apache.org/repos/asf/openmeetings/branches/2.x/ (might be not
buildable anymore)
To get 3.0.x sources:
https://svn.apache.org/repos/asf/openmeetings/branches/3.0.x/

I would recommend to download binary release of your choice and put mysql
JDBC driver to its place
