The mesos-start-cluster.sh and mesos-stop-cluster.sh always say "Everything's started!" or "Everything's stopped!" regardless if it did success or not.

For example, the mesos-start-masters.sh may fail due to no masters file found, the mesos-start-slave.sh may fail due to no slaves file found.
