I tried this on Ubuntu 20.04 / x86 host machine, but it succeeded.
I found that on Ubuntu 21.04 similar problems occurred: https://bugs.launchpad.net/cloud-images/+bug/1943049
In the discussion, host machine's docker engine have to be updated to support clone3 syscall. The root cause seems to be the same with the problem reported in https://github.com/apache/bigtop/pull/961#issuecomment-1193485005.
Would you tell me the docker engine version ? (My Ubuntu 20.04 machine uses docker enging `20.10.14`)

Thanks, @yoda-mon. Upgrading docker from 20.10.9 to 20.10.17 fixed the issue.
before:
