Current Kafka client API provides method to create topics but it indicates that "It may take several seconds after \{{CreateTopicsResult}} returns success for all the brokers to become aware that the topics have been created".

If possible, it would be good to have a yet another method that will give 100% guarantee that topic has been created and all brokers are aware of it.
