This patch adds `StreamingOperatorProgress` to collect metrics from streaming operators other than `StateOperatorProgress` which is only for `StateStoreWriter`.

Although we added `numRowsDroppedByWatermark` to `SessionWindowStateStoreRestoreExec`, but currently only `StateStoreWriter` will be collected metrics for `StateOperatorProgress`. So if we need `numRowsDroppedByWatermark` from `SessionWindowStateStoreRestoreExec` to be used in streaming listener, we need to incorporate `SessionWindowStateStoreRestoreExec` into `StateOperatorProgress`.

Yes. Added one new field `operatorProgress` to `StreamingQueryProgress`.

I'm sorry if I didn't make my comment very clear. What I meant was, we should find a way to update the "existing" field of state operator progress, otherwise it will not still be a part of SS UI.
I found the pretty easy and no invasive way to achieve this. Please take a look at #35909 and let me know if I'm missing something. Thanks in advance.
