Party List

Given the nature of discussions on party@apache.org, and the need for people
on the list to be trusted 100% by everyone who participates, limiting the
membership to those who have commit privileges at apache.org seems to be the
most sensible decision.

There was a discussion early in the lists life about allowing invited
others. The idea never reached a firm consensus and has never been used.
More importantly, I don't think that carrying out votes on a list dedicated
to enjoyment of life and pursuit of happiness is a good idea! From this
point on the policy is therefore altered to restrict membership to ASF
committers.

Membership of party@ is open to ALL committers on any ASF project. Put
another way, if you have an account on ASF hardware you may subscribe :-)
