{{PartitionQueueDAOInfo}} needs to be extended with the field
{code:java}
AbsUsedCapacity string `json:"absUsedCapacity"` {code}
and it needs to be calculated for each queue.

This is needed for the web UI move to the new REST API. [~akhilpb] as discussed
