update some configuration files without restarting tomcat

Hello, 

Is it possible to update the file $TOMCAT/conf/tomcat-users.xml without
re-starting tomcat ? 
Same question with the file $WEB_APP/web-inf/web.xml.

Nope. Those xml files are read at startup.
