Wait a second -- this change means that the scores in
rulesrc/scores/72_scores.cf are now unused. They don't make it into the "rules"
dir output at all :(
That's not good -- we want those scores to be published and active!

I can change the timing of active.list generation, would that help?

that would work (and would be easy enough, too) if we can just go by mod times
(which I think we can)

cool.

Oops, brain fart. For some reason I was thinking that the updates would still
have the scores, but that makes no sense since they're made with build/mkrules
and they're made out of sync too.

I think the way to go is to have mkrules only use the scores if they were
generated after the active.list file was generated.

I'll move the score generation to just after the active.list is generated (I've
been meaning to do that anyway... there's no need for the lag, 7pm was just
convenient at the time I wrote it (my dialup line was idle enough to download
the logs). Then we'll just have to delay the generation of the update tarball
by about an hour (or get it to wait for the new scores to be committed and then
proceed).

build/mkrules was using the generated scores... the generated scores aren't
always in sync with the active.list file (the scores are generated after that
file is checked in, so there's always at least one revision where they're out of
sync)... get the right combination of rules dropping in and out of the
active.list and you get meta dependency issues.
