   I guess I answered this question myself by testing - the mgmt will not boot after the MySQL and thus is down, needs a restart of mgmt server to be up again.
   
   Marking this one as a blocker against 4.14, but the fix will be implemented un 4.13.1 so we can forward merge to 4.14/master.
