There is definitely capacity :)  
If you file a ticket here: https://issues.apache.org/jira/servicedesk/customer/portal/1/create/9  you can select which things the hook will notify from GitHub.
Then to get started with Jenkins you can follow the instructions here https://wiki.apache.org/general/Jenkins#How_do_I_get_an_account
