Problem is in DefaultFaceletFactory.needsToBeRefreshed(DefaultFacelet) - it returns true (sometimes) even in production. It can be easily solved with javax.faces.FACELETS_REFRESH_PERIOD=-1 but considering PROJECT_STAGE value in this situation is more user friedly.
