The following patch fixes the following issues reported by Justin Mclean during the release voting:
- add "apache" to artefact name
- basic installation / compile / test instructions added to README
Now artifacts will be apache-mrql-*.tar.gz and apache-mrql-*.zip.
It does not fix the following (because it will make the data unreadable):
- there a few test files (.txt, .xml, .tbl, .json) missing Apache headers
The same patch also updates the mrql web site: it adds the new release info and release notes.
